shortcuts to system service?

I want to make shortcuts to run apache as a system service with the atributes of -n -k but if i try to make a shortcut in the conventional windows fassion, It wont let me have the extra -n -k after the command
I am using windows me, I know I have to get nt or 2000 , but all I can do for now is use what I have
any info will be great, thanks
