Shared drives when disabled are re-enabled on boot

there are 3 SCSI drives each with 2 partitions. when sharing is disabled in the properties and applied for all the drives, the're enabled sharing whenever the system is rebooted. Is there any way of keeping it off?, has some startup setting been made or a registry change that can be undone?

much appriciated if anyone can suggest a way around this.
