setting up win NT 4 Server

You have a pretty old computer. Are you sure the CDROM supports booting from CD? Is the BIOS set to boot from CD? Are you sure the CD you are trying to boot from is actually a bootable CD?
The filesystem on the HDD is irrelevant at this point, and will have no effect on your ability to boot from CD or to format the drive once you begin the setup process.

You can always use a ME or 98 boot disk with cdrom support to boot up and start the install from the cdrom.
