I need to capture a screen print of the Windows log-in screen for an instructional document I am creating. Ctrl-Print Scrn doesn't work until one is logged into Windows, but at that point one cannot see the log-n screen anymore.

If you use any remote control tools like VNC or pcanywhere you can access the remote machine before it is logged in and take your screen shots that way.

Try using Alt-PrintScrn at the login. Then once logged in, paste into mspaint.
