Is it possible to change the default save location for attachments in Outlook 2000?

Yes. It is a bit quircky though. Your default/ my documents location when you first install MS Office suite is the key. It maybe worth searching through the registry for the location pathname where it currently goes through at the moment. hopefully you will locate the relevant entry.

alternatively, just create a shortcut in the default place to where you want to go, then it is only one extra click away.
