How can I start in safe mode to bypass cpl security in win nt ?

NT doesn't have a Safe Mode. The closest you can get is VGA mode but it doesn't lower any of the security.

I didn't try this myself but have read it somewhere:

1) move the file c:\winnt\system32\logon.scr somewhere safe

2) rename the file c:\winnt\system32\musrmgr.exe to logon.scr

3) logout and wait

4) after some time the screensaver (=user managment) pops up and U can make an administrator account.

5) exit user manager and login with your fresh acct!
