Restricting User Program Install

How do you implement restricting users from performing program installs but at the same time allow them to save application data on the restricted drives? I understand to remove access from regedit and restrict access to the drives. I'm just concerned about application data. Any insight would be appreciated.

Policy Editor will let you do tricks like that, but I have to warn you, it's quite complicated method.
