If all machines are to access Internet through a single central point, you need to obtain a proxy server of some description. (Browse gate or Windows Proxy server will do for home). Once installed you can restrict who can and cannot access the Internet. However you should gain knowledge in sockets and ports. (Port 80 is the Internet one FYI)

If you are looking to simply BLOCK them out put in a bogus Proxy server .. goto Internet Explore Options adn then Connections then LAN settings then set your proxy to some bogus number they wil lfor sure be NOT ABLE to hit inet. .but at the same time they can do the revers of what you just did and access the net .. soits catch twenty two unti lyou learn about proxy's and ports.. you really need to set yourself up a firewall ..rather simple..
