Restrict File Deleting

I have the computers at my school restricted from viewing c drive in my computer and everything but using IE or Office 2000 they can choos open or save and delete and open files from there, they can access the c drive and everything. is there any way i can make it so they can't? or any way to disable deleting files.

Am I to assume it is NT(this is the NT area) and if so whats wrong with setting file permissions on the files you want to stop them deleting?
