Can anyone please tell me how I can set the registry in Windows NT 4.0 to restrict all users who are sharing the same computer to change the display settings. I need to stop any body from changing the display settings. Any help is appreciated.

You will probably want to use Poledit.exe to set up policies for the users. It comes on the NT CDROM and allows restrictions to various parts of the OS on a "per user" basis.
