resetting a laptop

I just purchased a laptop, and it appears to be an old office computer. On the startup, it asks for a password to logon on and I don't know it.

Is there a way to completely wipe out the hard drive so i can add my own OS onto it?

Is this a Windows password prompt?
If it appears when you first turn on the computer, it is a system password or a hard drive password. If it is a system password, you may be able to remove it. If it is a hard drive password, you need a new hard drive(manufacturer must remove it). Check out manufacturer's website. OR-get your money back from the one who is selling you unusable hardware.
