Comment:

I'm trying to schedule some programs to run automatically with the NT command AT.exe . But, some of them will never start.

Where is the problem located? Is there anything special that the programs must have in order to be able to function with AT.exe .

You need to create a admin account. AT normally runs under the system account with its limited rights. Assign this admin account to the scheduler service instead of the system account. This will solve your issue.
