removing a processor from server

server admin removed a cpu from a two-processor system to get a device driver to work. He replaced hal.dll but didn't completely reload the OS. The system is running on one cpu, but is it enough to just replace hal?
I believe NT would have run just fine on the multiprocessor hal using a single processor. If you ever noticed install starts with the multiprocessor hal.
So he gave up cpu processing power for a device driver. Tough compromise.
