Redalert Runs Faster on NT then 9x or ME

Hey Everyone, I have noticed that Redalert runs about 10 times faster on windows nt 4.0 than any other OS. Why is this? I thought it would be slower because it only has support for DirectX 3 while others have version 8! I also noticed that videos etc run smoother on NT as well. Any comments?
