I tried to install an IBM Optical mouse on my NT box and it created an IRQ conflict. Com 1 and COM 3 were on IRQ 15. I think that i have resolved the conflict but for some reason I can not start RAS MAN so I have no internet access.

Have u verified the event viewer about errors from RAS. Verify in devices and services if all related processes are started. Verify too if in HW Profile the service/device are disabled.
