problem with refresh rate setting

I accidently set the refresh rate of my monitor too high and now all I get on the screen is a bunch of waves. I tried to boot into vga mode to correct the problem, however I get a message about the driver of my video card is not available. I understatnd that VGA mode is similar to Safe Mode found in the Windows 9x variants. However, I am not sure how to correct this problem. Will I need to re-install the driver to the video card, or is there an easier way to change the refresh rate back to its original setting in Windows NT 4.0?
