Problem promote BDC to PDC

I am trying to add a new server to the existing domain as an NT4.0 BDC. Once i have installed it, the PDC and BDC sync fine and communicate fine. I try to promote the new BDC to a PDC and in doing so the the old PDC (now BDC) can't communicate with the new PDC. Under server manager on the new PDC everything looks good but on the Other BDC they can't even open server manager without getting communication error saying it can't communicat with the PDC. From those servers, i can ping and map drives to the new PDC and vise-versa but i still cant open user manager or server manager on the BDCs. All of the servers are SP6.
On another note, this new PDC will eventually be upgraded to Windows 2003.

Found the issue, the PDC was hard coded in LMHOST. Fixed.

Well that was a good one. Wouldn't have thought about the lmhosts file. But in tracking DNS and name resolution that certainly would be a close first stop.
Summary: I've already set up BDC, but BDC doesn't replicate with PDC. How could i do to replicate BDC wtih PDC? Could somebody give me any idea? Also, after replicating, what command should i use to promote BD...
