Hi. How do I stop ordinary users from installing software on NT-WS? The users are not members of the local administrators group.

You need administrative rights to install software. If they are not part of the local admin group and not part of a domain admin group you have nothing to worry about.

You may also want to check and see if the user is part of the local "Power Users" group or if the user is in a Domain the "Server Operator" group.

madaxe is correct. you can also stop users changing the registry. be warned this may impact on some programs they try to run.
