Physical memory dump

OS: NT Server 4.0
CPU/Ram: 256

I have re-installed my OS and after it completed with the install and tried to restart it did a physical memory dump. It made it to the log in screen and then started the dump. After the dump completed it restarted the machine and the same thing happens. I can never get logged in. I then tried to do another install but I only have the CD. I need to make some startup disks but I don't know how without logging into NT. How can I make some startup disks otherwise? Help with either of these issues would be appreciated.

The start up disks are in a folder on the CD, memory dump could be bad memory sticks
