PC Card Modem Problem

First of, I'd like to say this is one of the best forums i've come across. I looked thru every entry but didn't find a answer to this problem-:
I have a Samsung SensPro 520 laptop with a cirrus 6832 pcmcia\cardbus controller, my problem is when i try to install a pc card modem, it sees it in the pc card control applet, it sees the com port that is created, but if i try to use hyperterminal to test it or even RAS Dial Up,it doesn't register it, ras pulls up a 692 error.
I have to add the first time I installed NT it worked fine, then just stopped, and the 15 times i've installed since, it doesn't go figure. here's some prelim data
1. i have to turn OFF the PnP Bios switch for the controller to be registered. (is there a way to fix this? pnpisa.sys doesn't seem to work)
2.the com port registers as irq 5, IO 3e8h-3eFh
3.Win95 handles it fine, in fact i had to install it to use the net.
4. I tried SP4 standard(33+-MB)
5. the modem driver works for NT too according to the manufactor
6.when it did work, it worked great?
7. when it did work it could detect the modem as standard, now it can't detect at all
8.I've also tested it on a 14.4 pc card, and the same problems arise
I think it's something with the irq settings, maybe they changed or something

how to change irq10 to irq 8 manually, using regedit.
I use ltmodem, nt4sp6.
my cardbus and modem used same a irq , 10. so modem can't work.
