Partiton rounding

A small problem that has been bugging me for a while is the change in partition size when you create it during setup. For example, if you specify a 1000 MB partition, it is displayed as 996 MB. Now with fdisk it goes the other way, 1004 MB. Do any of you know really why this happens?
