outlook express 5 will not work

I just down loaded outlook express 5 and now I can`t get in to my emails. I keep getting msoe.dill not loading. the msoe.dill is in my outlook folder can anyone help me? thanks
I copied msoe.dll to the system and when I tried to make e reference to it I got msg: "Can't set reference to this dll". Why? Is anybody knows why? I whant to send e-mail throw "Outlook Express 5.0" from VB.

try reloading windows with the reload disk you got when you got your computer. It will not erase everything from your computer but will reinstall ie and outlook express.
