Outlook can't open

Hi!
I've Echanchge server5.5 for mail.
From some users' login Outlook can not be opened.it displays :
Outlook can't start.
in message box.
By observation, it seems the user, whose outlook can't be opened,has CPU usage max about 100% in task manager.But after reducing the CPU usage doesn't effect the problem.
Pls help.

For me it was a registry problem and I just simply removed and reinstalled Outlook.
