NT to NT Migration

We are attempting to move user accounts from one primary domain to another. Is there a way to transfer user accounts from one to another? Does anyone know of 3rd party s.w. that will aid in this? We are moving some heavy files and services and would just like to move them from one pd to another.

Your question is not clear, but I think you're installing a new Primary Domain Controller? if so then -
Install Windows NT on the new computer as a BDC, apply appropriate service pack (attach new computer to network, have appropriate network card drivers ready because to come up as BDC the computer needs to be able to contact the PDC)
Log onto domain with old PDC. Open server manager on the old PDC, select the old PDC from the list of servers to manage and Synchronize Entire Domain.
Check the new PDC's (currently a BDC) User Manager for Domains, all user accounts and groups should be listed.
Shut down the old PDC.
Open Server Manager on the new PDC. Select the new PDC (currenly a BDC) in the list of servers and computers.
Click the Computer menu, choose Promote to Primary Domain Controller.
You should now have a new PDC online with all user accounts and groups.
Restart old PDC, at some point in startup or from Server Manager choose to make the old PDC a BDC.
Install applications on new PDC you want to run. Copy files from old PDC now a BDC to the new PDC.

Thanks Gary.... I guess my question was a bit vague but you pretty much hit the nail on the head.
We are splitting our company in two and are attempting to create two Primary domain controllers on one network.

Two PDCs on one network? or DOMAIN....?
You can only have one PDC per DOMAIN
