I have a small business network based on Windows NT server 4.0 with sp6a installed. The client systems are based on win98. I just added a client system with win XP home installed and can't limit its access to shared folders (permissions have been set for certain users to use certain folders but the xp machine accesses them all although no permissions have been granted to that user)

I'm assuming the shares are on the server and are on a NTFS drive.
This is a long shot. Is the Guest account disabled on the NT Server? Does the Everyone Group having access to the shares on the server? If so, disable the Guest account and remove the Everyone Group access to the shares (but 1st make sure at least the Admin account has full access to the shares).
XP Home's networking is wonky (see my XP post 27171). Pro is the preferred way to go for networking.

Apparently there is something about using the username "user1" that caused all the problems. I just renamed that user and my problems stopped. The stange thing is that on the xp machine, the user name was completely different. In no setting did i make refrence to user1.
