I want to block the access to the explorer, all int the start menu, cuz i want nobody can configure or move anything... any ideas..?

Use the System Policy Editor! You can define policies to restrict users or groups to just about anything. Find complete details in:

"Start" > "Help" > "Policy" > "Using System Policy Editor to restrict or configure users desktop settings"

You need to create a new policy when you run policy editor - file new policy etc.
you should have a default computer and user in this policy .
if you double click on either of these you will see a window with settings in browse through these and place a tick in the ones you wish to implement.
it would be easier if i knew how your system was set-up.
