NT 4.0 Workstation will not shut down

My NT 4.0 Workstation with SP 6a will not shut down. When I hit the shutdown, it restarts, if I hit restart, it restarts.

Is this workstation on a netowrk or stand alone. Any system policies invoked.

Give us some more info....

System Policies not in effect. Yes, it is on a Novell 4.11 network.
