I am having a file-access problem with NT 4.0

I have an NT ws4.0 station set up on my network as a "file server" for LAN users. My restictions on the shared folder give only administrator-edit access, and everyone-read access. However, when an administrator has a file in the shared directory open, other users cannot open this file. When this shared directory was set up on a WIN 9x machine, users could always open a "copy" of the file when it was in use by another user. This is not the case with the shared NT ws4.0 setup... users simply cannot open the file until it is not in use by an administrator.

What I am trying to accomplish:

I would like my users, who have read access, to be able to open a copy of a file that is currently in use by an edit-access administrator. I do not, however, want to give read-access users the ability to change the file or directory structure in any way. I moved this directory from a publicly shared Win 9x machine to an NT ws4.0 machine to prevent accidental deletion and/or corruption. Help on this subject would be greatly appreciated.

Three days is an inordinately long time to wait on this forum. Seems unusual that no one had taken a stab at this problem earlier.

I found an article about writing and reading a training manual on an NT Server Domain. Sounds to me like the scenario is exactly what you're trying to enforce. Take a look:
