NT 4 run like NT server (policy Editor)?

We have NT work station 4 SP6a on one machine and want to use it as a server to set up a stable network. Can we use "Policy Editor" to make NT work station work more like NT Server? We don't really want to go out and buy NT server 2002 at the moment...

Not in the Domain or authenticating user logon sense. NT workstation only supports Workgroups.

Workstation will only support 10 connections too.
