my old winnt 3.1 and 3.51 havn't a
CD-ROM , but i use the bootdisk can find

Answer to your problem is to look for the startup files on the floppy disk

if there is a config.sys then there may be an entry like device = cdrom.sys
copy the cdrom.sys file onto the hard drive and alter the config.sys file on the hard drive to match.
