Net Send - port?

Hi,
I tried writing my own GUI-"net send" in Visual Basic. Unfortunately, I can't manage to receive a simple net-send-reply. Which port should I use to send and to listen on?
Is there some kind of possibility to know which user is logged on? Like API's or so?
