I've got the High Encrypted version of NT 4 Server (exported legaly from Microsoft), but I can't download SP 6 (high encryption) from Microsoft because I live in Sweden...

128-bit (high) encryption was shipped in all current version of Windows 2000 Professional--the announcement was made just before the shipping date. This is world wide. So you may want to upgrade to Windows 2000. I haven't heard anything about them making SP-6a, 128-bit available outside of North America.
