my nt4.0 Terminla Server locking up

When rebooting the NT4.0 Terminal Server, after clicking on button "It is safe to reboot now", it lockes up with mouse cursor on the screen.
Can any body help me with this one?

You must go to the dos prompt and type "shutdown /reboot" to reboot. Any questions email me.
