my computer icon will not open...

When i double click the my computer icon on my desktop or the network neighborhood icon nothing seems to happend...when i right click the "open" command is gone, all i have is "find" which nothing happend when i double click it, and i have map network drive, disconnect network drive and properties... i can open any other program in the p.c except for those two icons... also if i right click on the start menu im suppose to see "explore" in there but its gone as well... reinstalling windows nt 4.0 is not an option in my facility..
