Multi link modem outbound data

I have set up A multi PPP conection to the Internet with two modems on an NT4 server. I am using the one ISP and Phone number and It all connects fine. The problem Is that the second line will not send data. Inbound is ok and I'm getting well over 10 k/s, but outbound there is packets only going out one modem. Any sugestions on how to fix this? Could it be bacause our conction to internet has one static assigned IP address? This is a bit of a problem since the reason I set up multi link in the first place was to help with the flood of outbound mail that clogs the whole thing. Thanks in advance
Summary: Check out Multi-Link dial-up. I don't know much about it, but that is how you can dial up two phone lines at the same time and combine the bandwidth (I believe). Just a little FYI to get you started...
