msconfig type utility in WinNT

Is there a program built into NT that allows you to select which programs are loaded upon startup? I'm looking for something similar to the msconfig utility as part of Win98.

I believe that this is the closest thing to it.
You can add the /sos switch to the Boot.ini file to have NTLDR display the Kernel and driver names while they are being loaded.
