MSCDEX.exe is only used to enable a CD-ROM to be read when running in pure DOS. It is not required when running any version of windows later than 95.
So, feel free to delete every copy of the file and rescan your system for viruses. If it is then clear you can alway obtain a fresh copy of mscdex.exe, I am not sure whether there is one on the NT4 CD-ROM but you could get a copy from any Windows95 or 98 machine.

forget Norton and use AVG. it should be able to either remove the virus or take care of the file

Believe me it is quite safe to delete mscdex.exe - this is purely a DOS based program that is loaded in autoexec.bat that links to the CD-ROM ide driver and associates a drive letter e.g. D: to the CD-ROM. This program is not a part of windows and is not needed for windows to run.
