How can we keep users from changing desktop wallpaper using MS Paint eventhough desktop change policy restrictions are in place... MS Paint is a required accessory in this educational environment.

See this article in Microsoft's knowledge base (Q185589). SPECIFICALLY look for the section headed, "To Create a Policy File for Stand-Along Workstations." It refers to: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Update (reg key). This will give you a registry edit that you must go in and make. Your steps will follow: make the policy change, make the update in the registry, and then log off and log back on AS THE USER. This reg edit forces the system to look at the policy change....the article will give you more explanation. I have used this before. Hope this helps.
