Modem or Browser Problem?

Im computer stupid so please excuse me :) I have a IBM Aptiva, Im running Windows 95. Recently I had been having problems with my computer so I tried to reformat it (sorry guys Im one of these that if I have a problem with the computer...reformat LOL) only to have the CD Rom dying half way through reinstallment. I took my computer in to have a new CD Rom installed. But since getting my computer back, I find it impossible to use Internet Explorer,(NEVER had a problem before) and when trying to do so my modem lights will both stay red. But I can use Netscape with less problems, tho does take awhile for pages to load as well. Any ideas what would be causing this? How to fix this? Thanks in advance

did you try posting to the windows 9x group?
check your internet options -> connections and see if you have a (default) connection. if not then run the internet connection setup wizard (have your ISP's phone number handy).
