missing or corrupt c_1252.nls file

OS: NT 4.0
CPU/Ram: PII, 128Mb

After installing Outlook 2000 on various machines: Compaq Deskpros, PII, 64-128 MB memory, NT4 build 1361, SP6, NTFS and rebooting, we frequently cannot boot because c:\winnt\system32\c_1252.nls is missing or corrupt...
Our present fix is to slave the drive on another computer and copy the file over.
Is there an easier fix? Is there a way (without expensive NT utility software) to copy files onto an NT machine that will not boot?
I will not use the repair process...
