When I start my pc, it boots up and the Windows NT splash screen appears, but the logon screen does not. It does not appear to be frozen as the mouse still functions.

It is possible that the AUTOLOGON has been enabled which means it will never stop at the login screen again and no other user will be able to logon - if you are the administrator, you can go into the registry and check the key for AUTOLOGON to see if it has been enabled - if so, modify the key to turn it off.
