Migrating data (NT 4 to Win2000)

Ok, I am looking for a utility that would be able to be applied to a Windows NT 4.0 WS on a network and copy all relative user data and settings and then re-applied to a Windows 2000 machine in its place. I have read about USMT but am not 100% sure this is my solution as I was told it work best for working with 2000 to XP, any ideas?
