I also have Proxy Server 2(not much longer though) and there is now way to block and individual user from a specific site. If you have access to their PC(assuming they always log on at the same one) then you could drop a text file called hosts into the relevant directory:-

Win95,98, or ME, place it in your Windows directory.
This is normally C:\Windows

WinNT or 2000, place it in winnt\system32\drivers\etc
This is normally C:\WinNT\System32\Drivers\Etc

Windows XP, place it in \windows\system32\drivers\etc
This is normally C:\windows\system32\drivers\etc

The file should follow the following format:-

127.0.0.1 localhost

# 123Banners

127.0.0.1 123banners.com
127.0.0.1 control.123banners.com
127.0.0.1 ftp.123banners.com
127.0.0.1 ftp.control.123banners.com
127.0.0.1 www.123banners.com

If the user attempts to visit one of the URLs they get nowhere.

The file called hosts (NO extension) goes on the user's PC in the appropriate folder as mentioned above. If fo example you wanted to block access to www.junksite.com the hosts file would look like:-

127.0.0.1 localhost
127.0.0.1 www.junksite.com
etc etc

If you want more info on host files do a search in www.google.com there are someuseful references there.
