Microsoft Installer setup problem

everytime i try to launch InstMsi.exe for winnt (so that i can install the windows installer, which lets me run .MSI files), i'm greeted with "Internal Error 2336. 5, C:\TEMP\MSID81.tmp" followed by "Windows Installer Setup failed." i'm not under admin...is this the problem? (i doubt it)
It may not be THE problem but it is, more than likely, a problem. Administrator is allowed access to parts of the registry that other users are not, incl. power users.
Most installs will fail if you don't have full access to the registry.
