Message Filtering Exchange 5.5

I have turned on message filtering on exchange 5.5 added a list of known domains and e-mail addresses. After discovering that legitimate e-mails were being sent to the turf directory, i have decided to remove all entries. Problem is, even though i've restarted the Internet Mail service and no entries are showing up in the message filtering or turf registry key it is still moving messages. Please advise if a reboot would fix this problem, or what else i'm missing.

I have had the same problem. Domains that I have previously blocked but removed from the list are still being blocked. Did a reboot fix your problem? Tim
