Master browser error

This is the error I am getting in the system event log of a NT 4.0 Server w/ Sp6a
This server is the PDC the computer the message is about is a BDC on the same subnet, different physical location.
All Microsoft documents is for a client machine and on the wrong subnet. Checked all the network settings, they seem to be correct.
Any ideas???

Description: The master browser has received a server announcement from the computer that believes that it is the master browser for the domain on transport . The master browser is stopping or an election is being forced.

If computer browsing service is turned, it will create an election to decide which computer is going to store the browsing list. I dont have a Server edition in front of me, but there is a server option and client option you can turn off. Check Services and Computer Browsing. If the computer cannt find a master browser, the election will occur to create one. I suggest turning off the browsing service in all pcs.
