Where ever I boot up I recieve the "A device or service was not started. Please check the event viewer for more details. When I check the log is says "The browser has forced an election on network \Device\NetBT_El90x1 because a master browser was stopped."
What must I do to fix this.

first of all are you on a network?? If so, You can bypass the computers election process by going into the registry. I forget which subkey, but just run to barnes and Noble and look it up in a book on NT Registry. The registry should have a key that you can configure your computer as the master brower ALWAYS! Then no election. However, even with an election, I believe you may simply be disturbing some hardware. Try using the ERD. Just plop it in and REPAIR everything. Then input all your drivers again. You can just repair what you need, but this may be too confusing as I've experienced. Just fix everything and reinstall all your drivers. GOOD LUCK!!

check if HKLM\System\Crrntctrlset\services\browser\parameters\maintainserverlist
is set to OFF. It should be ON or AUTO or else the browserservice cannot start.
( or disable the browser service....)

If've got the same problem an solved it with entering the following into the registry
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Browser\Parameters]
"MaintainServerList"="Yes"
"IsDomainMaster"="TRUE"

It seems that your PDC does not work as an Master Domain Browser.
