login time problem

OS: NT Server 4
CPU/Ram: p3 256 mbram

In my NT Server I have set login time for a particular user from 9am to 5pm. I find that he will be able to login from a client PC only after 9:30 pm. he can work upto 5:30 pm. why is it so?

It goes by the server's clock so see if the server time is off by half an hour.
