Locking Down Executables

We are running an NT 4 network with 30 users.
I want to be able to prevent them from loading executable files on to their workstations.I have set up restrictions in the system policy editor for running only allowed executables,but this doesn't stop them from renaming and using them.Also,it makes it necessary to maintain different lists for the users based on their functionality.

Is there a utility or registry setting that can eliminate all this and lock the workstations right down whether its coming from the internet,floppy or cd?
