Lock error when trying to install NT 4.0 Server

I was trying to install 4.0 Server on my dual P133 with a 1 Gig SCSI harddrive. The controller card is BT-946C and I have my 4X SCSI CD-ROM at ID 4 and the harddrive at ID 5. I formated the harddrive using FAT16 and when installing using the /B option, it gives me an error message saying that "Windows NT disable direct access to hardware...for more info, check LOCK /?" something like that. I heard of this command but was never able to find it. Has anyone encountered this problem before? I also tried installing using the floppies but it says NTKONALLMP. something can't be copied hence quiting the installation process. Anyone please help? I really don't want to throw away this system because I think it's cool... :) Thank you very much.
